MINUTES FROM THE ANNUAL MEETING : August 1, 1979, St. Louis, A.N.A. 

The Hickock Room, Stouffers Hotel. 


Dear Numismatist: 

Our annual meeting at the A.N.A. Convention produced encouraging 
and supporting results. We are even more determined to effect the 
aims of the Foundation. Importantly, the doubt that existed in the 
minds of a few individuals about the success of the Foundation has 
been happily replaced with confidence of our future. Here is a 
summation of the minutes. 


-Last year's minutes were read and accepted. 

-The Treasurer's report, by Mr. E. Jones, shows a balance of 
$2,665.19. Our expenses are reported as being minor. The 
accounts are set up for any two officers to sign checks. 

-Mr. Sanford Durst -reported that our tax-exempt status is tempo- 
rary, until the Foundation is fully set up. He distributed a 
brochure on the Foundation, its aims, Directors and Officers, 
and our need for contributions. This brochure was widely 
distributed at the A.N.A. The emphasis is on a soft, sincere 
appeal, not a hard-sell approach. 

-PROPOSED PROJECTS. Mr. Douglas Ball reported that our first pro- 
ject need not result in profits. The crucial factor was to 
produce a credible work, beyond criticism. Mr. Ball proposed 
a manuscript by William G. Anderson, a Suffolk County, New 
York historian. It is The American Revolution : A Descriptive 
History of Fiscal Paper . Tremendous research was done on this 
work, including many photographs. Mr. Ball said it could be 
produced as a small book, saleable to libraries, and is 
definitely a numismatic item -a Bicentennial item. Mr. Ball 
further made the gracious promise to make a $1,000 contribution 
towards the production of our first published work, in the form 
of $500 cash, and a $500 interest-free loan. If this proposed 
project is not approved, the contribution is available for a 
project that will be approved. 

Determination of costs will be reviewed with Mr. Durst. Mr. 

Abe Kosoff, President of the Foundation, favors the proposed 
project and requested that it be turned over to the Projects 
Committee. Moreover, Chairman Art Kagin expressed hope that 
the University of Georgia may co-sponsor the work for added 
prestige . 

Mr. Art Kagin declared a most generous cash donation to the 
Foundation of $5,000. 

Mr. Kosoff asked Mr. John Pittman to assist in fund raising, 
a task Mr. Pittman is ably skilled to perform. He accepted. 


PROJECTS (continued). Mr. Durst suggested contributions can be made 

via the auctioning of material by contributors. Because the Foundation 
is fortunate to have two fine auction firms represented here, NASCA 
and KAGIN'S, the offer from them to sell such items free of any 
commission is greatly appreciated. Another project is the cooper- 
ative mailing of the Foundation's brochure with numismatic mailings 
done by friends of the Foundation. Mr. Durst also suggested our 
assistance to clubs with a slide program to be conducted with 
local libraries. This will create considerable interest in numis- 
matics. The Foundation would work closely with local coin clubs. 
Further, the use of numismatics to teach history in school was 
mentioned by Mr. Durst, especially interesting for geography. 

Col. Bill Murray said that such coins used need not be expensive. 

A low grade 3d U.S. piece is fascinating enough -good for security , too . 
Mr. R.S. Yeoman suggested that book materials be donated to our 
local libraries instead of throwing them out. 

Mr. Jack Veffer stated that the Ferguson Foundation in Canada has 
a 50-50 basis of funding projects. Their Grants Committee is 4 
members who act quickly, rather than waiting several months for 
a general meeting to appropriate funds for a worthy project. Mr. 

Kosoff, agreeing with the merits of this, established a Grants 
Committee for the Foundation, the motion made and accepted. Those 
now in this committee ares Adm. Dodson, Chairman, John Pittman, 

R.S. Yeoman, and A. Wilde. 

Treasurer E. Jones, suggested we create a certificate to give to 
contributors as a show of appreciation. The Fund Raising Committee 
will see to the creation of these certificates. 

Publicity for the Foundation is vitally important. Various steps 
for the release of the Foundation's doings will be reported to the 
media. Mr. Yasha Beresiner will help with publicity in Europe. 


The meeting lasted for nearly one and a half hours, with active 
participation on the part of the 20 attendees. 

Thank you for your interest and support to establish the Foundation 
as a worthy and prideful organization for the furtherance of 
numismatic education.

MINUTES FROM THE ANNUAL MEETING : August 20, 1980, Cincinnati, Ohio, 

A.N.A., Stouffer's Towers 


- Meeting called to order at 10:15 A.M. 

- Last year's minutes were read and accepted. 

- The Treasurer's report, by Mr. Eldridge Jones, was read. It showed 
a total cash balance of $8,430.42 as of July 31, 1980. 

- PROJECTS : Douglas Ball reported on the William Anderson work, 

The American Revolution : A Descriptive History of Fiscal Pa pe r . 

In order to facilitate consideration of proposed projects, Doug 
requested that all material be in reasonably final form. Neil Shaeffer 
offered a work on Chinese paper money. 

Maurice Rosen proposed a project envolving a coin grading guide. 
Concentrated heavily on coins in or near Mint State (plus proofs) , 
the book's purpose would be to offer the reader assistance for the 
determination of these crucial grades. In support of the project, 
Kenneth Bressett took serious objection with the newly announced 
A.N.A. bracketed grading categories. Dr. C. Weber questioned the 
intent of the book, if it would be consistent with the Foundation's 
scholarly aims. Kam Ahwash announced he was working on a grading book 
for Liberty Seated coinage. Sandy Durst viewed the project causing 
problems which we should avoid. The proposed project was rejected, 
with the hope that a revision of the A.N.A. Grading Book would help 
to lessen the current confusion. 

Bill Fivaz offered blown-up slides of most U.S. coinage types for 
discussion groups. They were used on the Colorado Springs seminar 
and most favorably received. 

Sandy Durst suggested the Coin World dealer mailing list of 7,000 
be solicited for patrons/contributions. 

Col. Bill Murray volunteered to handle publicity releases in the 
U.S. for the Foundation. 

David Davis is 3/4 finished on a die variety study of 1796-1807 
U.S. dimes. He will submit it to Doug Ball. 

Arthur Fitts proposed a pamphlet on the conduct of coin conventions. 

He believes more attention should be shown for educational pursuits, 
exhibits and forums. Art Kagin suggested a tour guide of exhibits 
for local schools. Dr. Weber suggested a separate entrance to exhibits 
at a convention. Doug Ball suggested the entrance should first lead 
to exhibits, then the bourse. Sandy Durst suggested the Foundation 
should have a hospitality table at shows, with patrons contributing 
time to man the table. 


Eldridge Jones stated that stationery for the Foundation is needed, 
especially to create an impressive receipt for contributions. 

Doug Ball offered to pay the bill. Sandy Durst will prepare all 
materials . 


The meeting was adjourned at 12:00.

I am writing a series of articles on operating foundations 
for Foundation News , and I would like to solicit your assistance 
in learning more about this important segment of philanthropy. 
Specifically, I ask you to supply me with background information 
and descriptions of current activities of your operating 
foundation . 

Foundation News is the award-winning bimonthly magazine of 
the Council on Foundations, which is the national association of 
about 1,000 leading independent, corporate, community, operating, 
public, and international foundations. My two articles on 
operating foundations are scheduled to run this summer and early 
next fall. 



I am most interested in the great diversity of activities 
that characterize operating foundations, a subject about which 
relatively little has been written. I want to capture the flavor 
of the story of operating foundations, which run homes for the 
blind and aged, art museums, and musical festivals; maintain 
libraries and other civic facilities; offer scholarships; and 
generally benefit their communities in an amazingly wide range of 
ways .

Operating foundations are entering an important new era as a 
potential major force in American philanthropy, and part of my 
purpose is to examine the institution of operating foundations as

over the telephone before publication i n order to check the 
accuracy of the facts.
